نصت مبادرة الرئيس التونسي الحبيب بورقيبة التي طرحها في الثاني من تموز عام ١٩٧٣ لتسوية القضية الفلسطينية وإنهاء الصراع العربي – الإسرائيلي على قبول إسرائيل بمبدأ تقسيم فلسطين بموجب القرار الصادر عن الأمم المتحدة رقم (١٨١) لعام ١٩٤٧ وتحديد الحدود بين الدول العربية وإسرائيل من خلال المفاوضات وإقامة دولة فلسطينية، وقد أثارت تصريحات بورقيبة استغراب ودهشة الحكومة الأردنية لأنها تضمنت كلاما يخص الشأن الأردني، لذلك أعلنت رفضها لتلك التصريحات وقطع العلاقات الدبلوماسية مع تونس احتجاجا على ذلك الموقف.
