The formation of the Committee of Public Security is a pivotal event in the history of the French Revolution, given its importance and influential role in shaping the course of events. Several internal and external circumstances led to its formation.
The most prominent of these was the execution of King Louis XVI in early 1793, which provoked the ire of European states and monarchs, who feared a similar fate. This resulted in the formation of an international alliance against France in 1793, including England, Prussia, Russia, Portugal, Austria, Sardinia, Spain, and the Netherlands, making the country's external position dangerous. The situation was further exacerbated by internal revolts in the French provinces and the economic crisis that swept the country. The National Convention responded to these challenges by forming the Committee of Public Security on April 16, 1793. This Committee consisted of nine members, later increased to twelve. It was granted broad powers that enabled it to eliminate internal security disturbances and confront external military threats. It even tipped the military balance in France's favor, shifting from a defensive to an offensive phase, and gained control over its entire territory and surrounding areas.
However, signs of conflict soon emerged within the committee due to conflicting policies, especially after the policy of terror began to lose its justification. Some called for a policy of mercy and moderation, which angered Robespierre, the head of the Committee of Public Security, who eliminated them and even issued the Law of June 10, 1794, which abolished the immunity of members of Parliament. This was never forgiven by the members of the National Convention, who plotted a coup against him and executed him on July 28, 1794. The following day, July 29, the committee's membership was renewed, with its powers reduced to military and diplomatic affairs. Its absolute powers were stripped, with a limit of one-quarter of its members being renewed monthly and a ban on re-election. This allowed the National Convention to regain its authority and control of the country.
