الملخص

ظهرت ملامح التغيير والتطورات في السياسة الامنية والدفاعية اليابانية مطلع القرن الحادي والعشرين، إذ تجاوزت اليابان القيود التي التزمت بها منذ عقود، تمثلت تلك التطورات بالسماح لقوات الدفاع الذاتي بالمشاركة الفعلية خارج حدود اليابان، ثم تطورت إلى بناء قاعدة عسكرية لها في جيبوتي بهدف مكافحة القرصنة البحرية التي ظهرت قبالة ساحل الصومال للاعوام (2008- 2011)، مما اتخذته الحكومة اليابانية وسيلة لإجراء تغيرات تدريجية في سياستها الأمنية والدفاعية ونجحت في تشريع قوانين وقرارات تصب في تعزيز قوات الدفاع الذاتي وتطوير قدراتها وتسليحها، فضلا عن توسيع بناء قاعدتها في جيبوتي مما يدل على نوايا الحكومة اليابانية بقاء وجودها العسكري (قوات الدفاع الذاتي) في جيبوتي على الرغم من انحسار أعمال القرصنة البحرية.
