Abstract

In light of the developments that took place in the international system after the two world wars and after the establishment of the United Nations, societies realized that traditional diplomacy was not compatible with the developments in the international system and the changes that have become evident in international relations and the drawing of new features of the international system in light of the new world order. Especially the transformation that took place in the bipolar system to the unilateral system, so the modernization of diplomatic tools and mechanisms has become a fait accompli to deal and deal with issues that occur in international relations between countries, so the development included both diplomatic and consular relations.
