في ظل التطورات الحاصلة في النظام الدولي ما بعد الحربين العالمتين وبعد تأسيس منظمة الأمم المتحدة، فقد أدركت المجتمعات بأن الدبلوماسية التقليدية لم تكن لتتلاءم والتطورات الحاصلة في النظام الدولي والمتغيرات التي باتت تتضح بشكل جلي في العلاقات الدولية ورسم ملامح جديدة للنظام الدولي في ظل النظام العالمي الجديد لا سيما التحول الذي حصل في النظام القطبي الثنائي الى النظام الأحادي، لذا فان تحديث الأدوات والآليات الدبلوماسية بات أمراً واقعاً للتعامل والتعاطي مع القضايا التي تحصل في العلاقات الدولية ما بين الدول، لذا فان التطور شمل العلاقات الدبلوماسية والقنصلية على حدٍ سواء.
